falling branch
who is responsible for any damages
when a branch that hangs over a
neighbors yard falls from a tree that is
planted in my parents yard?

Usually your parents. The tree belongs to your parents, since it is in their yard, and the branches of that tree are your parents' responsibility, even if they overhang a neighbor's yard. Incidentally, your parents may want to turn the claim over to their homeowners' insurance.
