Trying to find previous owner of propery i want to buy

Found nice piece of property that has a house on it that's inhabitable. It was involved in fire in 1984 and has been boarded up since then. It also has a court ordered lien on it for $300.00 but the previous owner did pay $250.00 but still owes $50.00. The last time a payment was made was December 23rd 1988 almost 15 years ago, I'm more than willing to pay it. just can't find previous owner tried phone book, court records, internet people search but no luck. I really want this property how can I legally get it and not have backlash from previous owner later.

Check the county tax records.
