Which FL statutes applies to HOAs?

My homeowners association was incorporated in 1968 as a Florida corporation - not for profit. Dues are not mandatory. The HOA board is unwilling to supply copies of financial records, board meeting minutes, or lists of members in good standing. Only those members that pay their dues are allowed to vote in elections or any other matter brought before the membership, per the by-laws. It is also practically impossible to inspect these records either. The President of the HOA states that Chapter 720 does not apply to them and therefore, they do not have to disclose the requested information without good reason. Which Florida statue applies here, Chapter 617 or 720?

720 applies to HOA.
