in Florida can someone buy a property and raise the rent the next day by $450.00 (no written lease and person lived in house for 7.5 yrs)

No written lease means no guarantee as to rental after the last payment was made. Notice of termination of lease has to be given per statute. The new owner can raise the rental and say if you don't want to pay you can leave. They can evict you if lease is terminated as long as appropriate notice given.
