Forced Homeowners Insurance?

The Board of Directors at the HOA where I live is planning on changing our documents requiring all owners to have homeowners insurance to cover the interior of our townhomes. Is this legal? Don't they have to put that to a vote to the membership?

Generally, a majority vote of the unit owners is needed to amended the declaration unless your documents specify something else.
