Is the government responsible for purchasing private property needed to construct roadways?

The government "takes" private property for roadway construction, unless there is already an existing right of way or easement for the road. When the government takes private property, it is because the government has the power of eminent domain. The government must then compensate the property owner for the value of the property taken, as well as any loss of value to the property retained by the owner. You will need a real estate attorney to protect your property rights under eminent domain.
