Can My HOA Foreclose in Miami?

I am currently behind on my HOA, but current on my mortgage. I have received a notice of Lien on the property and told that if I don't pay the total due for the past due HOA that the next step would be foreclosure. Can my HOA do this if I'm current on my 1st mtg? I've also just learned that the HOA may be filing bankruptcy...
