Are there any legal regulations on what Home Owner's Associations have to provide ?

My mother is retired and lives in Florida, the HOA says they are not required to publish a budget, allow residents to vote on spending, are not taking bids for improvements jobs - (farming it out to relatives & friends. There are 53 homes, they want $125 per year per house. There are no sidewalks, no mowing, no security, no services - and they say they dont have to account where the money goes !

Your mother should seek counsel to protect her interests. The law provides for fine to be levied in such instances. Note that the fine may be levied upon the association, inwhich case all homeowners share in paying the assessment.
