Home owner has F.S. 162.09 (3) liens on Florida property and wants to enforce homestead act and irrevocable trust to pause or stop foreclosure and liens? Will that work?

Code enforcement liens do not defeat homestead under Florida law. So invoking homestead may work, depending on what the facts are in your case.
