Is the new home owner responsible for a lien that was placed on a foreclosed home by a water system company?The system is not there now .

It depends on whether the water system company was a party to the original foreclosure action.

It also depends whether you purchased the property at a foreclosure sale (which is typically "buyer beware"), or whether you purchased the property after the sale and purchased title insurance. If you purchased title insurance, you should immeidately address this issue with the company or firm that handled your closing.
