Read your Home Owner Association Documents and the contract between the HOA and the Management Company. These should indicated the authority of the HOA Board to hire the managing agent. If you are not happy with them don't rehire them. If the contract has a long time to go see if they are breaching the contract by their poor performance. You may need to speak with a lawyer as to how to proceed.
