if the wife is undergoing psychiatric care but is now living at home is she concidered capable of making decisions to sign documents?

Very possibly. Just because someone is undergoing psychiatric care does not indicate that she/he is incapable of making prudent decisions. Any attorney would need much more information before giving any valid response to this question.
