Is it legal and proper for a homeowners association to lease a transmisson tower (which was left on the property for the association) to a homeowner who lives in the association for him to open a business connected to wireless

transmissions (for some undetermined cost, to homeowners and the general public?

Provided the entire HOA is benefiting from the lease and the tower use violates no local ordinances I see no problem.
