if a homeowner belongs to an association and the mortage is being paid on time but the association dues have fallen behind, does the association have the ability to file forclosure on the property?

The association can file a foreclosure case to collect on unpaid assessments. As a practical matter, the association may not want to do this because of the expense, but they have a legal right to foreclose.
