Homeowner's Assn Irrigation Pump running through my Power Meter

I own in a villa community in Florida with approximately 125 units, single story, 5 units per building. I live in an end unit, and the timer that operates at least one zone of the irrgation system is mounted on the exterior wall of my unit.

I'd never given it a second thought, but during the course of a normal neighborly conversation with my next-door, who is on the architecural committe - it occured to me to ask if that pump was running off my power and through my meter.

She relayed my question to the Association President, and I was subsequently assured that it in fact did not.

I happened to be awake last night when the sprinkler system kicked on..so just to satisfy my own curiosity, turned off and then back on the main breaker a couple times to discover that the irrigation system is running through my meter.

Obviously, I need to have this changed, and I am also interested in being reimubursed for electrical usage for the 12 years I have been paying this..

Where should I begin?
