Homeowners association

My dog was mauled on my property by a neighbors pit bull mix- i have pictures of the devastation, vet bills and an investigation by animal control of our county- i asked the association to fine my neighbor and they said 1st they have to give a warning. Told them i have another case from last year when the dog attacked my dogs again- on my property- how many times must this dog attack mine before i can get a fine put on those people?- do you have any suggestions, legally that i can use to force their hand?- just what are the obligations of the association when it comes to vicious dogs?- they do have a $1,000.00 fine they can impose- but what has to happen before they do it?
