Homeowner's Association Rule Enforcement

We purchased land in 1998 and built a house conforming to the rules of the association. Since that time there have been MANY rule violations - homes built without garages, people living in motorhomes instead of building houses etc. Basically no rules have been enforced since PRIOR to 1998 and now certain members of the association want to ''selectively'' enforce the rules. Example: Grazing animals are allowed in our acreage devolpment, but they want to have an owner remove a goat because they only really want cows or horses. Another group of association members want to do away with the association completely. Are any of the rules enforceable when they have not been enforced for so long?
