Homeowners Association Rules

Can a homeowners association create bylaws that get involved with the sale of my personal property? A proposed new bylaw is to require purchaser names once under contract for 5 days. Also, they want to require a fee upon sale of my home. It was stated to offset costs incurred by other homeowners, but I have no idea what cost are involved to a community be me selling my personal property.

Unless the fee is reasonably related to some expense they have due to the sale, I doubt it will stand up.
