House Forclosure

If my house is in a forclosure status, but no paperwork has actually been filed yet by the bank, do I still need to carry Insurance and keep the electric turned on if I have vacated the house and am letting it go into forclosure?

It seems to me that if no action has been commenced, then no foreclosure is pending.
