If my name and my parent's names are on a house can I refinance or mortgage out the property with just my signature? My parents reside in CO.

No. All owners of a property must agree to refinance and sign on the mortgage or a lender will not make the loan. They would have no way to enforce their rights if they did not require all parties to sign.
