housing code encorcement at city level

If amagistrate overreaches by having witness change sworn testimony to adverse testimony against defendant and magistrate then rules adversely against defendant, what legal recourse is there? Is this criminal since $250 per day fines are involved, etc.? Does this invalidate the magistrate's adverse ruling?

You can file an exception to the magistrate's report, which will place the matter in the hands of the judge if the judge agrees the magistrate was wrong.
