Is it illegal in Florida for a person to move and pull up survey stakes in order to create a new boundary line.

pulling up survey stake does not create a new boundary line. The boundary lines are described in the deed.

the boundary line is not created by the stakes. the stakes simply mark where it is. the legal description of the property creates its boundary lines.
