Is it illegal to list your house for rent while you are in foreclosure and collect the fees?

Yes (I assume the rents). But your tenants could be removed once the foreclosure is concluded. Plus, possibly, though not seen, the lender could request an assignment of rents into the court.

It is no illegal as long as your tenant knows the circumstances of your current ownership.
