Insurance claim on construction of a new home

We are building a home in Florida. We had hurricane damage to the home and now the builder is trying to charge us for the unpaid balance of the damage the insurance company did not pay. Are we responsible for this bill or is the builder? He had informed us that he needed to get the walls poured solid with concrete because of the hurricane coming in but was negligent and did not get it done resulting in the outside hollow walls being blown down. We have had several problems with this builder, Great Bay Homes. we were told our home would take 6 to 9 months to build and we are now in month 17 and it is still not complete. What legal action can we take and what rights do we have? Thank you for any help you can provide.
