Just call the police.
Re: invastion of privacy
I do not believe the cameras violate any recognized privacy rights. They are pointing to an open, outside area viewable to the public, so I can't imagine there is any reasonable expectation of privacy in that area. The landscape box may violate setback requirements adopted by your municipality and your neighbor may not have obtained the proper permits and/or variance for it. Call your building department to find out. If you feel the cameras are annoying and harrassing you, call the police and complain about your neighbors actions. This may persuade your neigbor to get rid of the cameras.
Re: invastion of privacy
I do not think security cameras breach any privacy rights. The landscape box probably breaches set back requirements in your municipality. Check with your building department. Good luck.
