If I, joseph am on the Title , but not on the Mortgage , Am I still liable for the Mortgage???

The land is what has the mortgage. The land is liable for the Mortgage.

If you didn't sign on the mortgage, you can't be held liable for it. Also, if you are on the deed, and they didn't include you in the subsequent mortgage, the mortgage may not attach to the land.
