if a judge rules on an issue in one case that is involved in another case as well, does he have to rule the same way in the other case?

Each case stands on its own facts. If the parties are different then the facts are likely different and the ruling is not binding from one case to another. This really requires additional facts to be sure. It also requires an attorney to review the facts and assist you in applying the law.
