Are Judgments same as Lien

I'm about to close a deal and the title company told the seller that he has a lien on the property. When I ask for copies they sent me a Jugment from 1999. The seller recently bought the property(2005) and is selling it (flipping). When I checked Public records I could NOT find any Liens on the property only this old Judgement against the seller, which has nothing to do with the property. Is this a lien or could this stops the sale?, and why is the Title company insisting that this is a lien since 1999 and they have to collect almost twice the amount.

A judgment is a lien against the real property and runs with the property, no matter who owns it.

It is to your benefit to have this problem cleared

before you buy the property.
