Lake Maintenance Easement

What are the consequences of building a ''permenant'' structure several inches inside of a designated Lake Maintenance easement?

We have a pool contractor who has built our pool 20 inches in the Lake Maintenane Easement. The South Broward Drainage District has verified this and says we will have a problem selling our home if the pool remains in the easement.
