a land lord from hell

I moved in to a condo which I am renting. The landlord stated in my lease that my rent is due the day I recieved the keys. I was allowed to move in on 01/31/09 it took him til 03/04/09 to recieve keys. He approched me on 02/28/09

requesting to knock off $25 if I paid rent now. I declined in my lease it states I have 5 days to pay rent after the first or there will be a 5% late fee. He issued me a letter on the 03/03/09 stating that he was adding on a $50 dollar late fee. That he doesn't come to the condo to collect rent. That I must mail it to him. I wrote him a letter stating that my lease reflects 5 days not 3 days. Also that I mailed my rent and it was returned to sender. That I have requested thing for repair never stating I was refusing rent but requesting them to be fixed. He responded back stating that he is revolking my parking space and he will have my car towed and my pet removed which I have paid a deposit. He is witholding my mail and refuses to give me a mail box key. I have had stand water in my washer machine since 03/04/09. the smell is all over my home. Can he do this he is stating that he has this right.

No. You may have to seek court help. There are procedures to obtain a reduction in rent if repairs are not made on time.
