Landlord's Responsibility to repair air cond. unit

We have asked our landlord to fix our air conditioning unit (he agrees this is his responsibility and does not consider it our fault that it is not functioning) on several occasions over the past year, but he says he does not have the money to fix it. A) does his financial situation have a bearing on his responsibility to the tenants and b)what is the process for us to fix it and have the amount of repair deducted from the rent? Do we need to send a certified letter? Repeated requests in person are met with rising hostility.

He has breached the lease agreement with you. You should ask for and receive a deduction in rent. The tenants could organize and speak to the landlord. A rent strike may be required. I would not arrange for it to be fixed without his ok.
