Lease Binding for Landlord and Tenant

The lease I signed a few months ago for an apartment has a very broad line regarding noise and that it is not permitted at any time. I have complained about my apartment for the last few months and today they presented a letter to each tenant in my building asking them to not play LOUD music after 10pm.

Is the landlord responsible to maintain a quiet place for me to live that meets the guidelines in the lease or is it only binding against me?

I am trying to get out of this lease and move to a house. Any help and direction for which to break a lease for noise will be appreciated.

If the landlord fails to provide an apartment that is habitable, then you may have a basis for terminating the lease. Based on the information you provided, it appears the landlord is making good faith efforts to resolve the issue.
