Lease termination due to crime

I signed a lease with an apartment community and resided in the premises for 9 months (it was a 12 month lease), however, in a matter of two weeks my car had been hit in the parking lot, causing over $2000 worth of damages and then was broken into and I had a lot of money and personal items stolen, as well as having my window broken. The apartment claims to be ''secure'' and while I realize that it may be beyond their control, I was under the impression that it was their obligation to provide a ''secure'' living atmosphere. Last month I bought a house and sent the complex a certified letter stating my intent to move out and listed the circumstances and why I felt that they had not upheld thier obligations under the contract. They did not respond until just now (about a month and a half later) with only a bill for the remainder of the unpaid rent. I thought that legally they had to respond to a tenant's request to move out within ten days? Please advise.
