can a leasing agent keep a deposit that was required before I could read the lease if I decide not to lease the house.

Unless something indicates the deposit is non refundable before signing, no.

The documentation you signed will have this answer. There is no general rule that will apply. If no paperwork, and then no lease, it should be refundable.
