Legal Question in Real Estate Law in Florida
I am leaving for basic training/ait soon and have been looking for a rental for my family to stay in while I am gone which will be for approximately 8 months. I meet with a man to see a duplex as soon as I informed the man that I was leaving for the army he been hostile and stated he would not rent to me.

He is an idiot. Just try to find someone else to rent from. Much easier, especially since you will not be around to fuss with any legal issues that you could pursue.

People in the service have very favorable landlord and tenant laws in Florida. You may have to pay the full term up front to obtain an apartment. You may have to put the lease in your wife's name.
