its legal to accept a referral from out of state none brokarage company?

A referral (fee) may be accepted unless prohibited by law. You must first determine if any party is or should be licensed to perform the service.

If any party involved is, or should be licensed, then it is probably not legal unless the recipient of the referral is also licensed.
