Is it legal for a landlord to use electricity in my name after the lease has been terminated?

Well, it's not right, if that's what you mean. But, you are suppose to notify the electric company to terminate your service on the day you move. If you left the electric on and in your name after you moved, you will have to get the landlord to either pay the bill or reimburse you for paying it. Take the electric out of your name now, if you haven't already done so.
