What is the legal process to execute a power of attorney from spouse in third country? Spouse is in jail in santo Domingo , wife needs to sale real estate property in Florida. Does the power of attorney needs to be notarized in the US embassy of that country ?

The easiest way to resolve this issue is to have an American Notary go into the Jail; otherwise, you will have to have a local notario complete the paperwork; have the Notario's status in SD certified by the governmental licensing department; and have both translated by a certified translator.
