Who can legally come onto my property without my consent?

Any person with police powers, meaning public safety and health authorities, plus any person who holds title to an "easement" that occupies part of your property.
This includes the police, the city/county safety and health inspectors, utility repair persons, and easement beneficiaries. All others are trespassers who must leave immediately upon being told to leave.

Police, etecetera. Also, utility people may have easements of record that allow access.
