Legal Question in Real Estate Law in Florida

I am going to lend money to a home owner that wants to borrow funds on his house he owns outright. I will lend him $100,000 at 14% with a ballon in 30 months. My question is does this violate the Dodd Frank law . This is the only mortgage I will have at this time.

If his home is Homestead, make sure he waives his Homestead Exemption.
