Legal Question in Real Estate Law in Florida

I live in a deed restricted community. The Board of Directors appointed a committee to rewrite the Community's Design Control Manual - issued April 2010. I moved into the community in 2006 and made changes to our home that were not covered in the previous Manual. The Board wants me to submit an application, along with a $100 fee (no fees were required previously) for the changes I have made. If I don't submit an application and fee for approval, I will be fined $100 per day up to $1,000.

Can I be fined for a policy/provision that was not in effect when I made the change?

Probably not, but you will need to have a real estate attorney review your documents, the changes made and apply the law to the facts of your case for a definitive answer.
