what laws govern gated communities
Is there a law that would force me to pay management fees

If you are in a gated community you are probably in a home owner's association and, as such, you would owe the fees associated therewith.

As Alan said, your property is probably governed by a homeowners association (HOA). You should have known there was an HOA when you purchased. If you did not receive a copy of the Declaration of Covenants, you need to ask for one. That, and Florida Statutes Chapter 720, govern your rights and responsibilities as it pertains to your HOA.
