Legal Question in Real Estate Law in Florida

I live in a four story condo. There is an apparent freon leak in an inground pipe located under the building. Leak effects each unit in our row. Cost to repair approx $2100 each owner. If I interpret Ch 17 correctly, is mgmt co respon. They say condo dox amendment states is individual owner respon (never got copy of amendment). Can condo amendment override Ch 17 statute as to who is responsible?
