loan modification

do I have to be delinquent on my loan to be approved for a loan modification to reduce my interest rate?

It's not required, but in the very rare instances where I've seen a bank actually modify a loan, the payor has always been delinquent. Sometimes the bank will tell you if they'll modify your loan if it's current.
