I lost my house and it was resold I had a second mortage on it with citi financial the house was resold and the second mortage was not paid off can they get a clean deed?

No, they take the house subject to the mortgage lien.

If the inferior lien was included in a superior lien foreclosure they will be wiped out. If they were not included in the foreclosure action, than they property is still subject to the lien.
