can I make my neighbor cut down a tree that might cause damage to my house if it were to fall over in a storm.

No. You could ask him to sign a statement that he will pay for the damages to your home if the tree falls on your house during a storm. He will probably say no. You and someone else could approach him with a video camera rolling and say, "Your on notice that the tree could fall on my house during a storm" while pointing the camera at him and at the tree. But even if the tree falls, and you sued, the judge may dismiss the suit and say you should have had homeowner's insurance. Call your insurance and read your contract and see if you insurance covers damage like that. If you cannot afford insurance or insurance will not cover a tree. Then I would do the video camera thing as a last resort because they will not like it and you don't want to be enemies with your neighbor. You could always say you will pay half to cut the tree down and see if he bites. You could offer to pay all to cut the tree down and see if he bites. Mr. Misdemeanor, "In your corner."
