missing building permit

we purchased a house one year ago and since then were told by an electrician that the wiring in an addition on the house is not compliant with code and has problems from time to time, and to make it even better the addition was never permitted by the county. the inspector did not catch this code infraction and since the addition is connected to the home was sold to us with it included as the total square footage and under air it should have had to have been permitted to build the addition. what is our recourse?
