Legal Question in Real Estate Law in Florida

My mortgage matured 2013 my bank didn't refinance even tho I sent application in..made payments for two years this year they are making me go through a whole loan process and trying to make me pay all these fees. This is going on now for months...they didn't denied the application for refi. Or approve it either... Something seems amiss here after two years and no statements or anything what legal right or recourse do I have
