My neighbor complains about any noise, do she have the right to ask me to stop?

My neighbor, who lives above me, is driving the people in my building insane. Any little noise (door closing, music, dog barking, talking, blender grinding....) and she is at your door asking you to stop. My neighbors and I have tried speaking to her, but she says that any noise that she can hear is unacceptable. We live in a college town, in a student-oriented neighborhood. I do not want to break any laws, but my neighbors and I do not, and cannot, live in complete silence. I would really like to know when I can make, and how much, noise is acceptable.

Your neighbor appears to be unreasonably sensitive. Stop wasting your time dealing with the complaining neighbor. Organize a meeting between all the normal neighbors and the landlord to explain the situation or, alternatively, prepare a letter to be signed by all normal neighbors for delivery to the landlord regarding the situation. There is power in numbers. Your landlord will listen to you and the rest of the tenants and will likely take the information into consideration in dealing with the unreasonable neighbor. Good luck.
