Neighbors dogs dig under fence

Our neighbors dogs have dug multiple holes under the fence between our yard and theirs. They have had to retrieve their dogs from our yard multiple times, yet they have not adequately filled the holes or done anything to protect the security of the fence that also keep my dogs in my yard. My dogs do not dig, but I'm afraid that our smaller dog may crawl through one of the exposed holes and get lose. Because she is so small I worry about her safety in the neighborhood from cars and especially other animals that are much larger than she is. Do I have any rights to force the neighbors to fill the holes and provide security on the fence line between our two yards?

Neighbor is responsible for damages caused by its dog.
